I use the Logitech G27 Racing Wheel, its an amazing wheel but a bit pricey

I'd go for something like a Logitech Driving Force GT (DFGT)

It's a tiny bit over your budget if I remember right, but it's everything you need. It has force feedback and is very good for the price. The pedals don't include a clutch and are a bit tacky, but you get what you pay for. You could always upgrade your pedals in the future though.
