Follow these steps to resolve the issue:
1. Restart your iOS device.
2. Make sure that airplane mode is off by tapping Settings > Airplane Mode.
3.Reset the network settings by tapping Settings > General > Reset > Reset Network Settings.
This will reset all network settings, including Bluetooth pairing records, Wi-Fi passwords, VPN, and APN settings.

Which method did you use to restart your phone? Holding down the power button and home button until it turns off and turns and let go when the apple appears?
You may possibly have a burnt out wifi chip. It's happened before when you jailbreak or update your phone, but that is very very rare.

If you want to restart your phone, like fully restore it back to complete stock.
1. Turn off your iPhone.
2. Hold down the home button and plug your iPhone into a computer.
3. Keep holding down the home button until you enter recovery mode.
Recovery mode will look like this:
Than just restore through iTunes.
