Try and reset it by plugging it into itunes or replacement wifi thing

What network are you on that you are experiencing these issues?
Do a hard restart on your device by holding your home button and your sleep button until the phone turns off and begins to boot once more.
Also, if you are using a GSM phone (has a SIM card) remove the SIM card, wait 30 seconds, and reinsert it into the device.
