okay ttg so i was at the beach and i started to skate home and i happend to find a iphone 5c on the ground with no password on it but theirs an icloud account now it says theirs a password and the phone has been lost how can i fix this and use the phone

You could also restore by going to on iPhone: Settings > General > Reset

If it has an iCloud account it's most likely locked to that account.

If it has icloud on youre practically done nothing can take off icloud but it's own password

Well I believe in karma. Well not karma specifically, but the idea of it. So I would try to return it to it's owner. If not, then supposedly they're still working on ways to bypass the iCloud locked phones.

Return it to its owner, take it to the company that it's locked to (ATT, Verizon, Sprint, T-Mobile, or other carrier).
You can't unlock it if it has an iCloud account associated with it because it is locked to that account, and also returning it is the right thing to do.
