without a credit card i dont think you can but i may be wrong

You can't make one without some sort of card on it, before I had credit card I got one started with a prepaid debit card. But eventually Apple kept asking me to verify the card and I was having problems, but you should be able to make one with that.

To everyone saying that you can't make an account without a credit/debit. That is false.

You can make an iCloud account which you can use as an Apple account and you do not need a credit/debit to create that.

another way would to sign out of all accounts on the app store and then download a free app and make an account through there and you can click no credit card and you will be all good.
