Okay so I have a new PC and I have signed in on my steam account on my new PC and my game library is empty still, how do I get all the games back that I have paid for on my old PC?

They should all already be there. Make sure your looking at your whole libary, you may just be looking at your installed games. To look at your whole libary, hover over 'Libary' at the top and a drop down menu should drop down, click on 'Games' and they should appear there, if they don't, contact Valve.. hopefully they can resolve the problem.

Yeah that's the thing they aren't there, im worried, I have spent so much money on steam games!!!!

The games will all be there if you log in to your account, but you won't be able to play them until you actually download and install them.
