My budget is 200 pounds and I need it for gaming.

I am looking for a 24 inch with around a 1 or 2ms response time

Also do I need 144hz? Or is 60hz okay for gaming??

To answer your hz question, your eyes can comprehend 66 fps in real life. This can fluctuate higher when you are scared, which is why things seem in slow motion sometimes. A 144 hz will handle displaying 144 fps max. Unless your graphics card can produce over 60 fps, don't worry about it
