if you mean on xbox one no, one player can download it digital and then another one can redownload it after he recovered the account you bought it with. then set it to its home xbox and you and the xbox account that have bought it could play, however if you have, like you say, one account thats buys it and two seperate accounts that downloads it of that profile u cant because xbox can only be connected to one xbox as "home"xbox. BUT if you meant you want to play on 1 xbox one with 3 accounts in total, yes you can just make sure that the account who bought it is your home xbox and has xboxlive then all other accounts on that specific xbox have gold membership and fifa 15 acces.
