Yes you can. Just make sure both your laptop and Xbox are on the same network and that Neighbor has the right IP pointed towards your console.

Yeah, but you still need the basic requirements.
    xbdm plugin
    RPC plugin
    Neighborhood installed on computer
    Console set as default console
