My friend told me the higher ur crtptach rank the more chance of getting a legendary

I doubt it. I'm lvl 17 on my cryptarc and I never get legends.

mines level 8 an everytime i level him up he gives me 2-3 engrams which 2/3 r legendaries for me!
i've also heard max rank is level 10 for him? not too sure tho

I'm pretty sure it's based off of your character level. It wouldn't make much sense for a level 10 to get legendary drops when he cant even use them until level 20.

cryptarch is atleast lvl 30 or so as i've seen/met people with lvl 26 cryptarch.
you're better off farming once you hit 20 since you can one shot anything (mostly) and actually use whatever you get.
my cryptarch is lvl 7 right now and i'm level 25 and i've gotten a few legends from a low level cryptarch including 2 legendary engrams from lvling him up

He's lvl 17 crytarch i believe, not level.
Your character has to be 20+
Cryptarch doesn't really matter what lvl he is

My cryptarch is level 10 and my character is level 25.
And I seem to get legendary engrams quite often, however when ever I decrypt them it turns out awful.
- Off topic but is anyone else very unhappy with their characters armour?
I am level 25 and my character looks very very crap.
