I have pre ordered FIFA off the Xbox one store and I plan on changing my locale to us a to play early. My question is, on the stir it says the release date for usa is the 23rd so does that mean tonight at 12:01 I can play it?

America is 5 hours behind so you have to add 5 hours on to the 00:01 release

if u preorder a game on xbox marketplace you cant play until 3 AM EST on release day

You can change the time zone on Xbox One, its not limited like 360
