If you've already pre-ordered Fifa 15 on the xbox one and they have already charged you and everything, can I then change my region to US so it could be unlocked and I would be able to play it?? Because i've changed my region to US and it says its i'll be able to play it on the 23rd..

As you bought the game via the UK xbox store on a UK account you will not be able to do this.
would be different if it was done via the US store on a US account

It doesnt matter were you bought it.
You can change it to US and it will say 'Play on 23/09/1014'

That's incorrect. Providing it does work, the official release time is 12:01 PDT and 3:01 EDT which is 7:01 GMT.
