It predicts the BP oil spill, the 911 attack, and the Pentagon attack. And take in mind that this game was made in the early 1980s don't take my word for it tho look it up for yourself. The Illuminati card game was made to mock conspiracy theorists like you, so it's not surprising that you're trying to turn it on it's head.
The 'Terrorist Nuke' card was added to the game in 1995, WTC had already been bombed in 1993, and if you hadn't noticed, they didn't use a Nuke in either instance of it being attacked.
