Nothing will "happen". You just don't overclock your components. If you are positive that you won't decide to overclock, you can save a little bit of money and get this instead;

The stock air cooler will be fine if you're not overclocking, and with the money saved, you could upgrade to a larger capacity HDD/SSD, upgrade RAM(which won't be extremely beneficial for gaming) or upgrade to an i7, which will give you a very slight improvement in games that utilize hyperthreading such as BF4 and Crysis 3. The majority of games will be fine with the i5.

No bother. If you're not sure what overclocking is, YouTube it to find out a little more. Intel's "K" class CPU's are for overclocking so the 4460 won't overclock. Z87/Z97 chipset motherboards are needed for overclocking, so even if you had an overclockable CPU such as the 4690k, you wouldn't be able to overclock on that B85 motherboard. Overclocking gives you more power, but also can reduce the life span of your components, it also produces more heat and uses more power, which is why when overclocking, you should really use an aftermarket cooler to keep the temps down, instead of Intels stock air cooler. If you're not sure about overclocking, I'd say it's safer to get a Z97 and 4690k in case you decide you want to in the future. That way, you have the option and can add a better CPU cooler when needed. I went with a non-overclockable CPU and regret it, because now less than 2 months later, I'm upgrading.
