I have some ideas and I know it's random but I would like to maybe work with one to create an app and learn as I wouldn't know where to start!

I suggest going to your local college and finding the tech department, there are always kids who have coding experience

Find a programming department, send programmers on here PMs, search for a dev forum, etc

The easiest way that I can think of going about doing this would be to use school and find some programming classes and development classes to help you

The best way would be to research local developers and contact them via email, call, ect. I wouldn't do business with a developer over the internet because they could always just take your idea and run with it.
