Or dump valve what ever you's call it, so i heard you need turbo for it for that classic "woosh" sound? so? yay or nay?

Yes you do. The woosh sound is the bov releasing the extra air that builds up when the throttle plate closes. I mean you could be like mightycarmods putting a electronic one on a non turbo car and be the ultra ricer.
