He appears 9am PST
So that's 5pm GMT
Unlike most NPC's, Xr isn't a static NPC. He will be gone for days at a time and won't always appear in the same place. He mostly appears on weekends. From Friday Morning to Sunday Morning on Pacific Standard Time.

Yeah but when it's 11am UK time he's normally already here by then so that can't be right
