Because they didnt want people to get to the highest rank fast.
And they are waiting to update more ranks when Black Ops comes out.
They know there gonna lose a lot of gamers to that game.
There trying to keep to where you want to keep playing. But there staling.

Dude you fail, they just posted Friday it wont be lifted for another month or two. The only way it would show Commander Grade 2 is if you weren't singed into XBL.
