Hello, is it possible to use iMessage on wifi instead of using cellular data? Thanks

Yes, you can use wifi to send iMessages.

Yes as long as you are connected to wifi.

I'm not sure of the solution to your problem but you are able to send and receive iMessages via wifi.

Make sure you are signed in with an AppleID and have iMessage enabled. If all else fails try restoring with iTunes.
