ok so when i hand my bounty's in i dont get vanguard rep i get points on this weird black and white symbol thing so im asking WTF is this new symbol thing? and does the vanguard rep reset or something?

That is because you are wearing a factions class item. It sounds like dead orbit. If you where their class item it will give you reputation points towards them instead of giving them to the Vanguard faction.
