You can't make KVs, KVS are the identification of a console, each console has a different KV and not one other console has the same one. People extract KVs from Xbox 360's and then sell them or use them for them self.
Each KV has its own CPU KEY for it from the console it was originally on, that is the point why we use CPUKEY.bin ;)
