False, the loot system draws from a random pool of loot at each instance. Each instance has it's own pool of loot that may have items that another instance does not. Atheon's loot on Hard Mode can consist of any of the raid weapons, vex mythoclast, chatterwhite shader, glass minuet (legendary ship), ascendant materials, ect. There is no sure fire way to choose what loot you want other than running it each week and hoping for the best.
