I am using COD Public Rape Tool to host a MW3 XP Lobby, works fine, BUT I cannot use the start menu. I done it right, XP works etc, but I cannot access the menu (leave, change classes etc) Pleas help! I need to leave so the XP sticks!

well..... first off theres no mod menu in public r*pe v3 and second yes you need to leave the lobby for the xp too stick

You must of mis understood (but its okay )

I cannot press start to leave the game, so I cannot make it stick

Basically, I need to press Start to leave, which I cannot do.

I get what you are saying, its a bug in the menu/tool. Does that sometimes and I'm not sure what causes it. You can try and join somebody session, sometimes when doing that that game just times out. Just restart jtag and tool and it should be good to go.
