Suddenly my bottom volume button stopped working and now my phone takes me to the fastboot mode and when I click on start it takes me to safe mode.

I would recommend contacting LG or Google to see if they can either repair it or replace it for you.
You might also take it by a reputable repair shop and see if they can fix it.
Because the volume buttons on the Nexus 5 are soldered to the main board it's not really a repair you can do yourself without a lot of experience and/or rework equipment.
