That was a different strain of ebola and isn't as bad as this current one. Its not up to america to look after every other country and their viruses and diseases.
You can't blame everything that goes wrong on the government.

If you took off your tinfoil anti-government hat and did some research you would know that both the US and UK sent Soldiers to contain the outbreak back then.

And no shit they didn't expect it to hit American soil, they didn't expect the disease to mutate like it did, no one could of really predicted it..

He didn't mention the Government not paying attention to it, but even if he was, it's obvious that the amount of help sent wasn't enough.
He said 'we' as in the people.
Every-day discussion about E-Bola has sky rocketed since the first case in the US, when it was already killing thousands of people in Africa.
