I have no way of confirming this but when the game was first released, it felt like the higher I got my Cryptarch the more engrams I would find. I've also heard that the higher level you are affects it. Without a definitive statement from Bungie, it will all be rumors.

Do the raid,nightfall,weekly,and strike all of these will help you with gear and your rank.

your right misread the question my mistake i would have to say yes, because ever since i have i leveled my Cryptark up i have been getting better Engrams ETC...

I believe this is true, i deleted my character that had cryptarch rank of 46 and used to find blues and rares quick now yhat cryptarch is rank 5 i barely find blues

I think it relates more to what level your character is.

I don't know for sure but I'm at level 36 cryptarch and I seem to get alot more green and blues than my gf who is like cryptarch level 12. I cant confirm this but it honestly seems that way
