Need a new gpu and better cpu if you want to run ok fps
arma 2 mods very cpu intensive and standalone isnt much better

Dont know about AMD but i got a i7 @ 2.5-3.5 GHz and I can run Arma 3 on 60 fps on low settings, very high im only getting 30 fps.
But you will need an dedicated GPU otherwise you wont be able to play it.

In short no. That pre built is awful, if you want a good gaming PC, then I recommend building.
