I save almost every penalty, I'm not sure what you guys are doing, who is your keeper

If your opponent aims/Powers it perfectly then they're nearly impossible to save. Say if he puts it right in the bottom corner, whether that be right or left you have to move your GK in that direction first, and then dive to save it. If this is what you're referring to, of course.

Put Harry Kane in goal. Thats how you save penalties.

Not sure but I seem to save them by not even moving my guy because they always aim right at him for me but that's just me

I move slightly to one side leaving a subtle gap in one direction, then dive in the direction with the gap.
It works if they don't aim it in the corner but it can be a rather frustrating method
Another I've tried is to keep moving side to side then just hold the analogue stick up and hope they shoot centrally
