Reach level 5 and wait until Simeon invites you to 'Rockford Roll', after you collect the car, stash it somewhere safe and start killing as many cops as you can. The only hard part about this is since you are a low level, you won't be able to get a decent gun to kill them with, and you won't be able to call Lester to get rid of the cops (That's unlocked at level 21).
