its completely random, im having the same problem its all luck, im really unlucky, lvl 26 and not a single legendary/exotic weapon and one exotic armor and 1 legendary armor....

Vanguard Tiger to get Rare Engrams, then decode them and get your Cryptarch rank passed 3+ and hope for the Legendary Weapon Engram.
