No you cannot, the progress is saved to your Xbox LIVE profile and not to a Rockstar profile. It would be pretty nice if we started seeing games create their own profiles so that we can transfer them between profiles but that would just open up another issue entirely regarding banning those who abuse cheats/glitches.

No you can't transfer your rank to another account if you make a new account you will have to start fresh.
