It's hard to say, it will eventually be able to be modded that's a fact but it could take a while.

I don't think that we are going to be seeing any Public tech or software this year. I have heard talk of some of the very well established programmers and developers of public tools have some stuff in the works but all I have heard is that it will remain private until alternative methods can be found. Should be public around this time next year.

So far the NAND has been extracted from the Xbox One successfully but as for a release date. Probably Mid to end of 2015 or start of 2016. The price will probably $600+ for a while. Although every Xbox One console is a Dev Kit.
