It does unlock at your timezone. It unlocks at midnight at your timezone. It even says in the description of the game if you go on the xbox website that it will unlock at 00:01 of the timezone that you're in.

That's weird, it said it was gonna release at 9:00 PST and 12:00EST. Maybe it's just the way xbox does it.

Yes you have to redownload it. But dont delete the one you already have. Maybe the NZ will dont work anymore when you change the region back to yours.

For those Of you who went to NZ time did the download take as long as the U.S. Download did

When I was doing the U.S Download it took me about 3 hours but for the NZ download it took me 9 hours! So best to do this while sleeping or something since the Xbox One can stay on forever lol.
