You need to do a hard reset. In order to do this all you have to do while the system is on is hold the power button for 10 seconds until it turns off. After click the xbox power button again and sign in then your CODAW should be able to start.Do not let it keep on the update or attempt to re-install.
To clarify what the hard reset does,it basically just resets the cloud and clears your cache.I've done this before because I ran into a problem where none of my digital games would start up and my friend did it because his AW was stuck on 100%.It worked.

Even after doing that it says it's updating

Try it again. The hard reset should be able to solve it are you stuck on 100%?Sometimes you have to wait a bit and see if it says finished updating if not then keep trying.

Nope, maybe I already messed up as it says "updating... 10%".
I'll try it again though and see if anything changes.

It works on 100% but to others it makes them re-download the whole thing.

I just contacted Xbox support about this after waiting 20 minutes to talk to them and they literally told me the same exact thing. They also said that everything will be fixed within a few hours and if not, they are for sure that everything will be fixed on this day so nothing to worry about. Just be patient.
