The JNG-40 with ballistic (x40) scope, or just use the SRR-61 and work my way through that?

Try the M98B With 8x Rifle Scope and variable zoom. Works like magic for me

It all depends on what you're going for. If you're going for long range, the SRR-61 is the best choice for it's high damage. Medium range sniper rifle would be the M98B because of it's great accuracy. The L96, however, is best at close range for how fast the bolt can be pulled back and it's deadly accuracy(You can easily "quickscope" this weapon).

None of that is true...M98B is the best sniper overall because it has the biggest bullet velocity and its just as accurate if not as accurate as the L96 in close quarters although it doesnt have as fast reload times as L96 but its still waay better than any other sniper

It is my personal preference from being a Battlefield franchise "veteran". Whatever works for you is all I can tell you.
