I built a PC for my brother and just wanted someone to check the parts and maybe change some stuff or whatever.
The max is 450GBP.
Also need a keyboard and mouse.

Well I was doing it in $$$ 450 Pounds is $750 Dollars so yeah makes sense but you could get this a 28- which is abit better than the 270x

USD to GBP is not a 1:1 ratio. PC components are a lot cheaper in the US because they're more available than here(UK). That build looks like something I'd suggest, so get that. The 270x and a better PSU is a wiser choice than the 280 and a worse PSU like SEN suggested.
