I am wondering if I need to have a RHG/JTAG to run a XUID Spoofer.. I assume you do need one considering there is a .dll in the folder that I have downloaded. Just wanted to make sure.

Yes. you need a JTAG/RGH the only way you can connect your computer to your xbox is through a plugin called xbdm.xex and Xbox Neighborhood which requires a modified console.
