You can't get it yet..You have to wait till the rank cap is lifted to get it.
And no you don't have to buy the helmet attachments.

depends. are you talking about the eva helmet with the skull or the ghost skull helmet? i played a bungie employee that had the ghost helmet and it looked stupid in my opinion

it would be kind of cool to have as would the flaming helmet just to HAVE. im not a big fan of the armor effects on my helmet i feel like i get sniped easier haha
