It's pretty decent. If you live in a big city or high populated area then you can have way better.

I'm thinking of starting to steam for fun, but the only bad thing about my connection is that it cuts off at random times.

There's so many misinformed people in this thread lol. 30MBps is an excellent speed, and more than average in every single country in the world.
Figures from SpeedTest is not an accurate indicator of what the average internet is, because the majority of people who use SpeedTest have extremely good internet, and commonly use it to brag and boast about they have this epic, Sonic-like internet.
According to an actual source ( [ Register or Signin to view external links. ] ), the average US broadband speed is 10.5 Mbps, which makes your connection roughly three times faster than average. Whether or not that's "good" enough for you, is for you to determine.
Upload speed is well above average as well. Can you do better? Yes, but are you actually going to notice a difference? Probably not.

I really don't think your internet speed matters for the most part. Unless you have 15-30 mobs what you have to take into concideration are the download servers and bandwith. If you were to download a torrent or mega download. It really wouldn't matter what your speed it because of the server.
