If I were to build a gaming PC that has better specs than an xbox one or PS4 does that mean that it would play games like Cod and BF at the same resolutions and framerates or maybe even higher. Or are console games optimized specifically just for those systems?
any feedback appreciated.

The so called "next-gen" consoles just use "old-gen" PC hardware, so you could get the modern day equivalents of the specifications and play it better... But that all depends on how the game was ported from console.

But PC has MUCH MUCH MUCH more upgrade options for in future. Also, console games are made with dumbed down graphics so that they play better, with PC you can have them at whatever settings you want. Including MUCH better.

We have this project for my school called the Senior Project where we have to do something new that we have never done before and I was thinking i should do building gaming Computers

Lucky you! My senior project had to be 50 hours of volunteering my time -.- so I did hockey.

I think i also have to have alot of volunteer hours for something or it could be just for the smart kids
