My budget is 450! A website which builds for you aswell please, or a already built one! Want for overall power and games @ med/high! thankyou

Assuming your UK, you won't get a good pre-built PC for £450. Well, you want get a very good pre-built for any amount but for £450, you'll get a PoS with low end, bad quality components.
If you have £450 to spend on a PC, get this;

Add another 4GB RAM when you have the money, then add an SSD and after that, you can focus on a CPU upgrade, if you wish.
