Streaming depends mostly on your internet.
Do a speed test check what your upload speed is.
As for the Laptop, your much better off building yourself a PC. It maybe an I7 processor but has integrated graphics.

$730 could build you a decent editing/streaming PC. The i7-4500U is only a dual core with hypethreading. It doesn't have an SSD or dedicated GPU which you could easily have in a $730 build.

A xeon which will handle any editing/streaming with ease. A high-end dedictaed GPU, 8GB RAM but easily upgradeable to 16GB, or even 32GB of RAM. A good quality 128GB SSD and a fully modular PSU in a nice mATX case, so technically it's semi-portable.

It mostly depends on your internet speed, but that computer seems very capable of streaming games
