250 what? We need to know your currency. Although, probably not. 250 is a very low budget in any currency. Although, you should tell us your currency and we can try.

Not the best build as your budget is very tight.
Upgrades in the future
-another 4gb of ram
-Gpu
-New HDD? Or you could pay extra 5GBP and change the 500gb hdd for a 1TB but i did it to your exact budget.
-PSU, however haven't heard many bad things at all about this one.

For £250, you can get this;

You'll need to double check but I'm pretty sure Asus' B85 chipset motherboards support overclocking with the G3258. If so, overclock the G3258 for more performance. Nice case and PSU(though non-modular). A 1TB HDD for storage. Use the iGPU for now while you save for a decent dedicated GPU, add another 4GB RAM after adding a GPU. Then add an SSD, and then you can save for a CPU upgrade.
