Things you'd need:
Webcam - Decent quality, you can find them on amazon pretty cheap.
Mic - Yeti is one of the best USB mics, although you can get better ones that don't use usb.
Green screen - Not required, although it can make the cast look better.
Graphics based things you'd need:
Overlays - If you're planning on doing this for something more than a hobby, having an overlay would make your cast look a lot better. If you get a nice overlay, you might not even need a green screen.
Graphics for info - These just make the cast look more proffesional.
Software:
OSB/Xsplit - These are mainly for if you're using a capture card.
Sony vegas/adobe after effects - If you want to cut clips down for a channel after you download the VOD.
Internet:
If you are wanting to stream without lag, you're going to need something fiber optic based. I heard the BT has the fastest fiber optic, although Virgin also have very good fiber optic.

I'm currently making a PC Build, I need help tho mate, my budget is 400GBP.. Help would be Appecatatied. Also Ill most likely be streaming FIFA to start off with
Will you be streaming from PC, Xbox or PS? And 400 if you already have a Built PC then just buy parts for it. Get a Good Processor - i5+, get a good graphics card - GTX 650+, get enough ram - 4-8GB should be enough. Good luck matey!

This would be a good setup however, on a budget getting The Hero 3 is pointless. Aslong as you get a HD Webcam you should be good to go. Go on youtube and just search HD Webcam Reviews. You should find one on there which will be in your price range
