Is there anyway to bypass the icloud screen the dude i bought it from isnt answering his phone and it turns out theres an icloud account on it

In that case, just go to an AT&T store and ask if they have an extra non-active AT&T nano sim card you can have. If not they may charge $10 for one but just make it clear you don't want to activate it. Put the sim in the iphone then go through the activation.
You may also ask a friend that has an ATT iphone 5 or up to borrow their card just to activate it.
