Is there anyway to bypass the icloud screen the dude i bought it from isnt answering his phone and it turns out theres an icloud account on it

In that case, just go to an AT&T store and ask if they have an extra non-active AT&T nano sim card you can have. If not they may charge $10 for one but just make it clear you don't want to activate it. Put the sim in the iphone then go through the activation.

You may also ask a friend that has an ATT iphone 5 or up to borrow their card just to activate it.

thanks. i tried that already and it turns out that there was an icloud account on it. know how to bypass or anything?

There is no way.
There was for 7.0 but obviously nobody is on that anymore
