First off, go to the start up tab and locate to your "Accessories" folder and then click run. Now type %temp% and delete all the files that you can in there and then do the same again but type in prefetch and delete everything there that you can.
If your computer is still running like a slug then I suggest you do a full system reboot and reinstall your software and that should fix the issue. If not then I suggest having it sent off for repair.

Where cpuld i send it to iff all else fails?

Sounds like you have quite a bit of programs that start when you turn you computer on.
Check what programs you have that will start when you turn on your PC by the following: Start>Run>msconfig>startup tab
If there are programs that you dont want to run when the start up process happens you can turn them off here and you should be good to go.

What he means by that, is check what program are auto starting. (that means programs that are opening the same time your OS is booting. slows things down when you have too many at once doing that.)
Clear your trash bin and temp files as well. That could also be slowing down your PC.

I would use CCleaner, Delete folders/Files that you dont need, Run a virus scan and do the rest of the things people showed.
