If they are your specs you have quite obviously got something going on wrong.

How long have you had the PC for? Download the latest drivers.

Monitor your cpu usage and memory usage whilst in game and get back to me.

edit: Won't be able to reply for a while as im busy till tomorrow, but i will hopefully help you sort it out and im sure other members will be able to help also.
