I have a Asus Vx238h 1ms 60 Hz monitor. My pc arrives tomorrow with a 970, I heard that if the frames go above the monitors refresh rate its causes screen tear. I will be playing on high setting at 1080p most time and i know the 970 will go up more than 60 fps. So how to I fix this without getting a 144 Hz monitor?

Tearing happens when the FPS is greater than, but not a multiple of, the screen's refresh rate. Vsync does prevent this, but causes frame skipping and because two frames are being buffered, there is a slight increase in input lag. Triple-buffered vsync can get rid of stuttering by adding another back buffer, which means a 60 Hz monitor won't cause FPS to be locked to 60, 30, 20, 15, 12, 10, 6, 5, 4, 3, 2, or 1 FPS.
Whether you should use vsync depends on a lot of things like which game you're playing, your refresh rate, your performance, your personal preference, etc. Sometimes it's better to just have the tearing.
