I have all my plugins set but my mw3 tool cant CONNECT.

the only thing I can think of is that maybe your plugins don't work, try getting a updated version of them, maybe that will help, but don't quote me on this because I'm not sure

Do you have 360 neighborhood?

What tool are you using?

That tool might also require RPC?
