You cannot mod Battlefield 4 on Xbox. I believe since it is a Online Server any changes it detects will either reset you or ban you.

No, there isn't a way to mod the game in order to get unlocks. There are hacks on PC but Battlefield 4 has a pretty good anti-cheat system so those who choose to do things like that get caught quickly.
